1. PREHEAT OVEN TO 350 DEGREES. MELT BUTTER IN AN 8×8 BAKING DISH WHILE THE OVEN PREHEATS. STIR TOGETHER THE FLOUR, 3/4 C. SUGAR, 1 1/2 T. COCOA. STIR IN MILK AND VANILLA TILL SMOOTH. SPOON THIS MIXTURE OVER THE MELTED BUTTER. STIR TOGETHER THE REMAINING CUP OF SUGAR AND 1/4 C. COCOA POWDER. SPRINKLE OVER THE BATTER MIXTURE. SLOWLY POUR THE BOILING WATER OVER THE TOP OF THE MIXTURE. BAKE FOR 30 MINUTES
